Here in Baltimore, we have the best of both worlds. MTA is the regional service that is "fare based" while the smaller Charm City Circulator (circuitous the city) is "free fare". You can have both to encourage more to have options. If the surrounding counties decide to have their own intra-county service be "free fare" while the state-owned MTA provide long distance regional service with a fee. It'll benefit both the consumer & government alike.

It's worst here in Maryland. Highway expansion projects and the cancellation of a LRT project 'that had funding set aside' gets rejected and put towards a highway. The republicans just don't like transit

@randomvideosn0where Maryland Avenue became the "bike highway" with only one traveling lane. Its a redundant project that prove to be a waste. Majority of southbound traffic flooded onto St. Paul is a nightmare.
