Shane & Ryan didn't realize that they may have very well solved the case. Its perceived that Jack the Ripper was a cop or forensics officer. The commissioner could have been the killer OR one of his highest ranking officers were and the commissioner couldn't throw the book as it would have cause mistrust between the department & public. I'm just grasping at straws though.
