  2. How about inner-city racing leagues. You have kids/mid 20's adults that like: 1.) fast cars 2.) competition/reputation 3.) $$ MONEY $$ This may be a far-fetch idea but it may be the thing to steer a lot of black or white kids living in poor living conditions to earn money honestly while fueling their reckless, no-limits behavior. Many cities like Baltimore have a lot of land to spare "away" from noise restricted areas.
