  1. They're not ready. As simple as that. The last thing we need in a union where every country has an effective veto is a potential for another "fifth columnist" akin to Slovakia, Slovenia, Poland and Hungary. Ukraine simply don't have the credentials when it comes to democratic institutions, combating corruption and their record on human rights and liberal values.
