It's not a paradox. It's a faulty assumption: 1. Time 2. Distance And most importantly 3. Our assumption of tech paths, detectable signals and the necessity of building megastructures. To put it bluntly: We've been looking for apples and cats in a bucket of seawater.

Exactly! I would also add that our assumptions of building detectable megastructures is simply either not viable or wholly unnecessary when you reach a certain technology threshold, which is why we haven't detected any in our search.
