  1. Sure. But how will they prevent private Kleptovich and colonel Stealkov from undermining any funds added to the Russian military? For a country spending 100 bill USD (probably closer to 250 bill USD correlated for purchase power) yearly on their defense budget, their military is hilariously poor and underequipped. Nothing beats an army better than their own corruption.
