  9. "Legal" is very much irrelevant when it comes to actions by a government to provide safety and/or security. The true question should be whether it's morally acceptable. Things that were legal: Slavery. Child abuse. Murder of people with different religion/ethnicity/sexuality. The list goes on...

He hasn't done it before. No one forced you to read my comment to point out an obvious "right" of the content creator - or tell me where to go.
