  2. Plenty of the "heartland" semi-empty states that could easily be merged into a handful of culturally and politically meaningful "grand states" instead. There's huge amounts of money, manpower and time wasted with governing 800.000 people in each of five states when you could do the same with a single state of 4-odd million people.
