A vote for any of the main parties is a vote for the status quo. More people don't bother to vote than vote for any single party. Any vote for anyone but the main parties reduces their vote share. Throwing your ballot paper in the bin increases their vote share.

@kevinjones3900 That's because the real power lies with the civil service which never changes. That is why "tactical" voting is futile. The main parties will never put them back in their box. Liz truss said she wanted to sort out the civil service and she didn't last long.
