  1. Japanese are capable of violent crime. Ask the Koreans, Filipinos, Chinese and numerous POWs. Heck even German ally civilians sometimes got un-alived by the Japanese. So if crime returns it could mean they're poorer and the rich/poor disparity has increased. Japan used to be a violent place in the past.
