The problem with South Africa is that previously it was mostly a protestant country. Protestantism has 10,000 sects in the world. Protestants can't agree on much other than their dislike for the Catholic Church. Otherwise many of these protestant sects are "Jesus Fanclubs". They are just places for people to obtain comfort, sing some songs and believe they are 'saved' no matter what they do. But this is anathema to early Christian (read Catholic) teaching. If the Church was strong and faith at home was strong and parents took responsibility for their kids and lived by example, then there would be NO REASON for religion in school. I attended primary and high school in the apartheid era and while "religious instruction" was taught, the protestant nature of it gave me NOTHING. In history there are many examples of faith at home overcoming religious oppression at school, we could bring up the example of Poland which was oppressed by protestant Prussia and Orthodox Russia and then by atheist Soviet Union, yet religion survived there. We can also bring up Ireland, which was oppressed by Anglican Britain and which retained its Catholic roots. We can also look to countries like Korea and Japan where Christian people retained their faith, although in low number, but despite terrible persecution. School instruction of religion would be good but it has to be done properly and true to Christianity. But above all parents need to lead by example. Do most parents lead by example?
