Pres. Obama uttered similar words. Tom Cruise in the movie "Minority Report" was able to investigate and prosecute "future crimes". But that was science fiction. In reality all prosecutions "look backward". For a prosecutor like Eric Holder was to talk about looking "forward, and not backward" is another way for him to say he refused to do his job.
