I am a US citizen I was living in the Netherlands when COVID started. When things got bad, the entire country there shut down. Bars, restaurants, schools, stores, and theaters had to shut down. Essential businesses, like grocery stores, pharmacies, and gas stations could stay open. The mandatory shutdown lasted for a long, long time. You were allowed to go for a walk, but you had to keep a distance and wear masks inside unless you were at home. When things did start opening, there were a lot of restrictions about how many people could be inside a business at one time. I remember going to Burger King there and having to be let in by a worker. I had to write down my name and phone number in case there were any reported COVID infections there. I felt much safer in the Netherlands.
