Gramm on July 9, 2008: "You've heard of mental depression; this is a mental recession...We have sort of become a nation of whiners..." Phil Gramm was referring to fear about an economic recession under then-president George W. Bush. Nine days later, Phil Gramm had to resign from the McCain campaign.
