  1. Much of the problem in 2000 was due to Republicans controlling Florida (which they still do). However, Democrats have won control of a few crucial swing states like Wisconsin, Michigan, and Virginia. All those states had Republican governors in 2016 but Democratic governors now. So those swing states can hold off on rolling out results until much of the mail-in ballots get counted.
