  1. The other reason is that the public is more aware of the NYC mayor's failures than they are of small, small town South Bend. When the mayor of NYC fails, it makes the national news. When the mayor of South Bend fails, it typically only makes the local news, unless of course that mayor is currently running for president. So all of Mayor Pete's past failures are not as visible as de Blasio's.
