It makes no sense that someone who had previously been president and swore to uphold the Constitution, but then supported an insurrection or rebellion, could still run for president again, but not someone who was appointed dog catcher in a state. It's like saying, we don't trust someone who held a lower office, but we do trust an insurrectionist president to go ahead and become president once again. Also, a conviction is not required for the 14th amendment since this is a qualification and not a punishment. It is no more a punishment than denying someone who was born outside the USA from becoming president.
