Very often it's not a matter of training, but rather skimping on employing those who already have the right skills. A few days ago I was horrified to hear that many GPs are unemployed, despite people often having to wait 3 weeks to see one. I myself am a fully qualified teacher who got his PGCE at Leeds University. Yet for the last ten years I have privately tutored A-level maths, further maths, chemistry and physics. These are all shortage subjects, but most schools refuse to pay for older, more experienced, teachers because they cost more. Others could add many more examples to this.
