  1. Virtually every single government I.T. project screws up badly at some point, and there's a simple and common reason for this. YOU PAY PEANUTS, YOU GET MONKEYS. As someone who earned a handsome remuneration, working in the City through my own I.T. development company for about 20 years, I can tell you that there is an order of magnitude difference between the best I.T. developers and average ones. But government, or those it subcontracts, ALWAYS favour cheapness over quality. Ironically this always costs a lot more in the end.
