When it comes to dress, this is very much a British fetish and has absolutely nothing to do with professionalism or education. When I worked for a very well known French bank the French managers didn't care what staff wore, as long as they could do their job. I've also come across, and taught in, good schools in Germany and Italy where good teachers come in in jeans.
