  4. The only thing most of us care about is that we don't end up paying for university courses that are absolutely useless, and waste 3 years of students' lives. If they require higher fees in order to keep going then it's the student who choose to do them that should pay. The proper, useful, courses will always attract enough foreign students, who pay more anyway.
