There is absolutely no excuse for what we have seen at Dover. Almost every vehicle turning up there would have made an advance booking, so saying the numbers were unexpected is a lie. Either bookings should not have been taken, or provision should have been made to handle the number of people. Those responsible need to be punished, and it's the individuals responsible, rather than just the companies, that need punishing.
