  1. About 40 years ago I used to work for the Home Office. While a few were definitely very clever and hard working, I can tell you that the vast majority really were consummate skivers, and also none too bright. If you can't get a decent day's work out of most civil servants when they are in the office, what's the chance of it when they are at home?
