  1. People are put on prepayment meters for one reason only. They cannot be trusted to pay for the electricity they have used! They are cut off for for one reason only. They haven't paid for electricity they use, or intend to use. Those of us who are honest and decent and pay our bills don't want to have them go up even more, to pay for the cheats!
