  1. Sadly undercutting the wages of one's own citizens is a common practice that many governments are complicit in. Going back about 30 years I can remember stories of Software Developers in the US being forced to train recruits from India, and then being sacked. 9 times out of 10, when an employer claims they can't get the staff what they really mean is that they can't get locals who are willing to work for peanuts, and/or endure appalling working conditions.
