When everything is digital it becomes very easy for a government to freeze all your finances, if you do anything to displease it. This doesn't even have to be done overtly. There can suddenly be a "technical problem" that freezes all access to your funds: stopping you travel or even buy food. Also there are still many businesses, like window cleaners and ice cream vans, where paying by cash is the only sensible form of payment.
