I don't think Putin cares about his own people, but he should bear in mind that many Ukrainians speak perfect Russia, and could move about undetected in Russia. So if chemical weapons are used in Ukraine there is an excellent chance that one will be set off in a crowded Moscow metro station. Even for an ordinary civilian its very easy to make some incredibly nasty chemical weapons. While he won't care about the deaths, Putin might care about them eroding his support.
