Of course you should speak the language of the country you are in. It's just common sense. When I was living in Germany I had to take an ex employer to court. Although the judge probably spoke perfect English the proceedings had to be conducted in German, and if I wasn't prepared to speak German then I would have had to pay for a translator, or bilingual lawyer. So, I represented myself, in German, and won!
