Neil, for 20 years I spent most of my time working as a freelance software engineer, so I got to see management (mal)practice in an awful lot of companies. Here's how it works. A manager has already decided what he wants to do, but he doesn't want to take responsibility for the consequences. Therefore a consultant is called in. Hopefully the consultant will recommend what the manager wants to do. However sometimes this doesn't happen, but no problem. That consultant is fired and another one is put on the job after being told that the manager doesn't want to hear the same solution that got the previous consultant fired. Sound familiar?
