I don't know if it's still happening there, but for many years tech firms in the US lobbied for extra visas to employ I.T. staff, claiming there weren't enough. However there were countless tales on the internet about skilled American workers being made to train new Indian recruits prior to be fired. All too often it's not the case that there is a skill shortage, but rather that there is a shortage of people prepared to work their arse off for next to nothing.
