  1. China's trade with the rest of the world is worth so much more than what it does with Russia. So it would not be in China's interest to accommodate Russia's request. This is especially so as Russia is now in no position to cut off other trade with China. By providing military aid China gains next to nothing, while standing to lose a lot.
