"Micromanaged" rings very disturbing bell, and not just for the NHS. When I was young there was vastly less admin and management. In most firms a few people managed the payroll, without sticking their noses into other areas that didn't concern them. Like a malignant cancer this has mutated into large HR departments in many organisations. The same goes for registries in universities, that used to be run by a few old ladies. I could give many more examples. In so many organisations we now have parasitic managers sucking the lifeblood, like leeches, from those doing the real work, and often making their jobs much harder.
