  1. This is not a worrying phenomena. It's a very sound strategy. There's a very famous picture, from the gold rush days, of criminals hanging in downtown San Francisco. Things were very bad, with the authorities letting criminals do as they pleased. After vigilantes hung a good few law and order was restored, and decent folk were safe again.
