  1. From the perspective of Ukraine, the chance of these drones taking out Putin was negligible, so why waste them: and put Russia on high alert. Also, the statement that they were taken down by means other than shooting them down seems exceedingly unlikely for military drones. With these two facts in mind, a drone attack on the Kremlin from inside Russia seems much more probable. Russians who aren't devoid of intelligence know very well that Putin's death, indeed the death of most in the Kremlin, would be an incredibly good thing for Russia.
