Iain, this country has been seriously, and detrimentally, risk averse for decades. Going back 40 or 50 years, think of what schools and their teachers used to do with kids. When I joined climbing and caving clubs at university a fair number of fellow members had got their first taste by being taken away for the weekend by a teacher. The teacher would often just be a member of his local club and there was no requirement for leadership certification, police clearance for everyone who might come into contact with the kids, and filling in a 40 page risk assessment. And you know what? The benefits of doing things this way vastly outweighed the risk, or very very rare accident. Life is risk, and those who try to go through life without taking any risk never truly live at all!

@andrewoliver8930 Yes, there were some dodgy people, and a few disastrous outings. However, on balance the vast majority of kids benefited. The morons who brought about the choking bureaucracy should have realised this and left well alone. They have done our kids a massive disservice.
