  1. How many times do people have to be told that government NEVER employs the best IT developers. There is literally an order of magnitude difference between the productivity of the best such developers and your average one: with corresponding quality as well. Yes, they cost more, but that extra cost is more than recouped. For about 20 years I worked as a developer, but one of the few places I could get properly remunerated was working freelance in the City of London. You can bet your shirt that government won't pay that kind of money. And, as they say, "you pay peanuts, you get monkeys"!
