I struggle to appreciate just how thick Russian officialdom, and their military, is. How can anyone who is compos mentis say something like that when everyone can see the floods? And then we have the ludicrous claims that Ukraine destroyed their own dam. One that is of immense value to them when they eradicate the Orc infestation from their land. Also, such dams are extremely robust, so it's exceedingly unlikely that a strike by any of the missiles Ukraine has access to could do anywhere near this much damage. To do this you need to have the opportunity to carefully place lots of explosives, which only the Russians were in a position to do.
