  1. Every choice has a price. Humans are unintelligent savages for the most part and require heavy imposed discipline. Japan has domestic peace and that's worth a few mistakes which WILL happen under any system. As for US military issues simply put all bases on permanent lockdown like they are in the Middle East. G.I.s (I'm a career USAF vet) get paid more than enough to not interact with locals except on official business.
