For nations with enough money for serious bunkers a couple of tunnel boring machines (and storage area for the removed spoil) could permit tunneling out making exits not visible from space until they penetrate the surface. Exits could be pre-tunneled leaving sufficiently thick protective caps.

@Pete292323 Total time to maintain is not the same as "easy". For example a system may require MORE HOURS of what may or may not be easy tasks. Troubleshooting electronics is easier than airframe maintenance (I'm prior avionics, crosstrained to engine troop then merged with crew chiefs).

Sufficiently large bunkers can be have their mining equipment left in place and in an emergency if they have suffificent space to store the spoil digging out is an option. Rescue tunnels can be bored beforehand than packed with sand to resist shock. Some US missile silos were so equipped with tubes connecting to a suspended crew cabin. It's a very old idea.

@jeremyj5893 Ammo has some advantages though I was not one. I would absolutely take Ammo over SF. That's no contest and the isolation in the bomb dump is a very good thing since the politics is mostly elsewhere. IYAAYAS is the last politically incorrect slogan the AF tolerates.
