  1. Reconstruction should require firePROOF structures because there is no place to go. Concrete and steel also resist volcanic ash buying time to evacuates. Wildfires require trees and foliate to burn so reduce the amount of fuel by ruthless vegetation management. What does not exist does not burn. Large evacuation routes and shelters should be part of reconstruction so the next time won't be as bad. Wood is a terrible material for homes.
