  1. Criminals make up a lot of the so-called community which refuses to exert social censure and moral pressure against the criminal community members. Wise American adults choose not to live in these horrible neighborhoods made horrible by the other humans who live there. Oakland is not going to get better unless poor areas are gentrified out of existence because the lower classes ARE the problem.
