  1. They're cheap to build, don't require short tracking when they lose a wheel, and troops HATE breaking track and love wheels. Tracks will come back if weight requirements for APS drive the need but these "armored cars" are good enough and most importantly affordable, FAST and comfortable for passengers. Most will be used in constabulary operations not modern nation-state war and wheeled vehicles are ideal because they don't damage paved roads enough to matter.
