  1. While they can and do sustain eye injuries from particulates torch cutting is not inherently high risk. Were I unfortunate enough to work there I'd get on the cutting crew because torch cutting is mostly fast and easy. The guys who are most abused are totally unskilled laborers who manually separate and carry scrap. Those poor fellows are pretty much defenseless.

  2. OSH legislation would level the local playing field if enforced but without it PPE becomes a VOLUNTARY cost center and those are always the first to be cut or prevented.

  3.  @davidperry4013  Shipbreakers rely on oxy-fuel torches. Plasma cutters would be promptly destroyed in that use and of course require shore power. Scrappers are cutting not welding.
