It was a fun scene to visit but best not to live there, so I didn't. We took the trains from Jersey for concerts and recreational chemicals but weren't silly enough to hang around. Countercultures always attract trash, crazies and predators, all of which NYC had in abundance in that era of epic murder rates. The economy was fucked, the cops were on the pad, and flight to the suburbs (by those who could manage) was in full swing. That era made some great bands but it's better gone.
Gentrification was desperately needed and didn't come until much later. That was and remains the only way to fix cities fallen that far.
Have some body counts for an idea of how bad the official toll was:
"The 1980 homicide total, 1,814, was 4.7 percent higher than the 1979 record of 1,733 murders. The mounting number of reported robberies in the city is also a matter of serious concern among police authorities and others. Last year there were 100,550 robberies, a 16.6 percent increase over the previous record, set in 1976."
