  1. Don't steal and you won't get shot for stealing. Nothing of value was lost but the expended ammo. The state cannot protect communities FROM THEMSELVES. "Teenagers" are not precious merely because they are young. There is no potential lost when thieves get ended. Compare to Muslim countries where thieves quickly run out of hands. Koranic justice is REALIST justice. Teenagers are not "children" or "infants", they are young MEN AND WOMEN.
