  1. States need to greatly increase their Guard, Reserve and support budgets if mobilization is to be permanent then improve the career paths to retain talent. This doesn't get discussed because the public outside the armed forces know little and don't care anway. Border control requires a variety of skills and equipment not normally present in NG units. Anyone who wants this to work needs to fund it.
