  1. Haiti is a permanently failed state because it refuses to do what its neighbor DR does. Haitians are the problem. Haitian choices and actions are their responsibility. The place is too savage and primitive for democracy in the Western sense which requires an educated electorate, but noting that is considered rude so nothing will change.
