  1. The location and design are much easier to secure against civil unrest. They should have named it Ozymandias. The MoD distance and separation further isolates it from potential unrest originating at the mosque. A change was needed but better planning and awareness that there is time to build out more slowly would save a lot of money. Failure to build housing is telling. Poverty coerces large families which aggravate general poverty but profit comes before the Egyptian public.
