  1. Russia doesn't need to add complexity for the sake of autism. Russia is POOR, and the Russian Federation could not carry the Soviet Union's jock strap (mainly because someone would have sold it off for hard currency). Rifles are so refined they are no longer a critical advantage or disadvantage so chasing diminishing returns can backfire for a nation with a lower GDP than California.
