  2. Incompetent corrupt procurement is to be expected in the US which is why no one is surprised except perhaps the unfortunate officer. Police firearms need to be utterly simple and utterly reliable because unlike the armed forces (who have their own problems) US cops are generally underfunded and undertrained in consequence. There is no excuse for failure after centuries of humans making pistols.
